Sir Edward Grey to Li Ching-fong.

THE Secretary of State for Foreign Affairs has the honour to acknowledge the receipt of the Chinese Minister's communication of the 14th instant, inclosing the translation of a telegram from the Wai-wu Pu regarding the Canton-Hankow Railway Loan.

Sir E. Grey has the honour to observe that his Excellency Chang Chih Tung would not appear to have realized the objection put forward by His Majesty's Govern- ment as their contention that the refusal of the Chinese Government to give proper security that the loan funds will be expended upon the object for which they are lent is a breach of the spirit of the assurance given on the 9th September, 1905, by him to His Majesty's Consul-General at Hankow is not noticed in his Excellency's telegram.
